Information on Budimex Parking Wrocław

Budimex Parking Wrocław sp. z o. o. [limited liability company] is a special purpose entity which was established in January 2011 by Budimex SA. [joint stock company] The aim of establishing the company was to participate in concession proceedings run by Wrocławskie Przedsiębiorstwo Hala Ludowa Sp. z o. o.  on the basis of the notification on concession for construction works.

Company’s history:

• May 2011 – the company files an application to conclude a concession agreement
• June 2011 – pre-qualification process is completed successfully
• November 2011 – negotiations between the company and Wrocławskie Przedsiębiorstwo Hala Ludowa Sp. z o.o. are completed.
• 23 April 2012 – Budimex Parking Wrocław signs a concession agreement for the period of 30 years.
• October 2018 – Budimex SA sells 49% of shares in the company to a financial investor: PFR ‎Local Government Investment Fund FIZAN.

The main task of Budimex Parking Wrocław during the term of the concession is investment management. The construction was financed by private resources and a long term bank loan.

The main shareholder of the company (51% of shares) is Budimex SA, which played two key roles during the project implementation:

• project sponsor – co-financing of construction expenses with private resources
• general constructor – responsibility for proper design and implementation of construction works

Spanish company Ferrovial is a strategic investor in Budimex. The purchase of over 50% of shares by one of the largest construction companies in the world has confirmed and reinforced Budimex’s strong position on the market.

Budimex currently employs about 5 thousand people. It cooperats with 12 thousand contractors and carries out over 100 contracts per year.

Information on concession agreement

In 2010, the city of Wrocław initiated a project to create a modern car park infrastructure near the Centennial Hall.

The concession agreement covered the design, construction and management of the car park for a maximum of 30 years. After this period, all rights arising from the agreement will be transferred to the investor.

The unique character of the enterprise is a result of the fact that it was one of the first projects carried out in the public-private partnership formula in Poland.

The course of the process:

• July 2010 – Budimex is qualified to take part in negotiations.
• 2011 – Budimex is granted exclusive right to continue further negotiations.negocjacji
• 23 April 2012 – Budimex Parking Wrocław signs the concession agreement for a period of 30 years.
• 30 April 2012 – meeting all the conditions concerning the financing and maintanance agreement.
• 1 August 2014 – beginning of the usage period
• 31 August 2042 – planned expiry of the concession agreement and transfer for city
